भारत सरकार ने केंद्रीय सरकार के ग्रुप ‘C’ कर्मचारियों के प्रतिनियुक्ति के दिशा-निर्देशों में महत्वपूर्ण संशोधन किए हैं, जो राज्य सरकारों या केंद्र शासित प्रदेशों में सेवा देने के इच्छुक हैं। ये परिवर्तन 28 मार्च 2024 को जारी किए गए समेकित दिशा-निर्देशों के साथ मेल खाते हैं, जो सार्वजनिक क्षेत्र के उपक्रमों (PSU), स्वायत्त निकायों, सांविधिक निकायों, विश्वविद्यालयों और स्थानीय निकायों में प्रतिनियुक्ति को नियंत्रित करते हैं।

  1. योग्यता:

    • सात वर्षों की सेवा के बाद उत्तर-पूर्वी राज्यों, जम्मू और कश्मीर, अंडमान और निकोबार द्वीप समूह और लक्षद्वीप के लिए प्रतिनियुक्ति की जा सकती है।
    • छह वर्षों की सेवा के बाद पति या पत्नी के आधार पर प्रतिनियुक्ति की अनुमति दी जाएगी।
  2. प्रतिनियुक्ति की अवधि:
    • प्रारंभिक प्रतिनियुक्ति अवधि तीन वर्षों की होगी, जिसे समीक्षा के बाद दो और वर्षों के लिए बढ़ाया जा सकता है। पांच वर्षों से अधिक का विस्तार नहीं किया जाएगा।
    • एक कर्मचारी के पूरे करियर में प्रतिनियुक्ति की अधिकतम अवधि पांच वर्ष होगी।
  3. प्रक्रिया और स्वीकृतियां:
    • प्रतिनियुक्ति अनुरोध उधार लेने वाले राज्य सरकार या केंद्र शासित प्रदेश की सहमति के साथ प्रस्तुत किया जाना चाहिए।
    • विस्तार के लिए संबंधित प्राधिकरण से प्रतिनियुक्ति अवधि समाप्त होने से तीन महीने पहले स्वीकृति प्राप्त करनी होगी।
    • निर्धारित अवधि से अधिक सेवा करने पर अनुशासनात्मक कार्रवाई और अन्य नकारात्मक परिणाम हो सकते हैं।
  4. प्रतिनियुक्ति की समाप्ति पर कर्मचारियों को मुक्त करना:
    • उधार लेने वाले राज्य सरकारों और केंद्र शासित प्रदेशों को कर्मचारियों को तुरंत मुक्त करना चाहिए, जब तक कि विस्तार की स्वीकृति न मिल जाए।
  5. वापसी पर अवकाश:
    • प्रतिनियुक्ति से वापसी पर कर्मचारियों को अधिकतम दो महीने का अवकाश मिल सकता है। अतिरिक्त अवकाश के लिए उन्हें अपनी मूल कैडर से आवेदन करना होगा।
  6. कूलिंग-ऑफ अवधि:
