Guidelines for Transfer under Rule-38 for Group ‘C’ and Group ‘B’ (Non-Gazetted)
The Department of Posts has released updated guidelines regarding the transfer of Group ‘C’ officials and Group ‘B’ (Non-Gazetted) employees under Rule-38. These guidelines aim to streamline the process and provide clear directives for intra-circle and inter-circle transfers.

Key Provisions:
- Eligibility for Transfers:
- An official is eligible for two inter-circle and two intra-circle transfers during their entire service.
- A mandatory gap of 3 years is required for availing the same category of transfer for the second time. However, this gap is not needed when applying for a different category transfer.
- Withdrawal and Decline of Transfer Requests:
- Employees can withdraw their transfer request on the online portal at any time.
- Provisionally approved transfers can be declined within 72 hours on the online portal.
- Post the 72-hour window and issuance of the final transfer order, if an employee wishes to cancel their transfer, it will be considered as availing one chance of transfer.
- Clarifications on Declined Transfers:
- If an employee declines an approved transfer after the 72-hour timeline and issuance of the final transfer order, only one transfer chance under Rule-38 will be deducted.
- Employees can apply for the same category of transfer again without the 3-year gap, though one transfer chance will be considered used.
Implementation:
- Assistant Director General (SPN) has issued these guidelines for immediate effect.
- General Manager, CEPT, Bengaluru is requested to update the Rule-38 Online Transfer Portal accordingly.
