New Guidelines for Transfer of Group C and Group B Officials for PwBD
The Department of Posts, under the Ministry of Communications, has issued new guidelines regarding the transfer of Group ‘C’ officials, Group ‘B’ (non-gazetted) officials, and Assistant Superintendent of Posts (Group ‘B’ Gazetted). This update includes significant changes to the existing transfer policy, particularly for Persons with Benchmark Disabilities (PwBD).

- Reference to Previous Communications:
- The guidelines refer to the Directorate’s previous communication no. 141-141/2013-SPB-II dated January 17, 2019, which provides the foundational guidelines for regulating requests for Temporary Transfers, both Inter-Circle and Intra-Circle.
- Further modifications were made via communication no. X-12/6/2021-SPN-II-DOP(Part) dated September 2, 2021, stating that officials are eligible for Inter-Circle/Intra-Circle temporary transfers after completing one year of service.
- Exemption for PwBD Officials:
- The Directorate received several requests for relaxing the one-year service condition for temporary transfers specifically for PwBD officials.
- After thorough examination, the Competent Authority has decided to waive the minimum one-year service requirement for PwBD officials seeking temporary transfers.
- Immediate Implementation:
- The new instructions are effective immediately and should be adhered to by all relevant parties within the Department of Posts.
