Promotion of Inspector line officials to Postal Services Group B cadre
The Department of Posts, under the Ministry of Communications, has released an official order announcing the promotion of Inspector Line Officials to the Postal Services Group B cadre. These promotions are effective for the vacancy year 2024 and have been approved following the recommendations of the Departmental Promotion Committee (DPC) meeting held on May 21, 2024.

- Special Conditions:
- Some officials are promoted on an ad-hoc basis due to administrative reasons and pending court cases.
- The promotion of officials under vigilance or disciplinary cases will be withheld until specific orders are received.
- Officials who are not willing to accept the promotion must submit a declination letter within 30 days.
- General Conditions:
- Promotions are contingent upon the assumption of charge in the new role.
- Officers must send a copy of the charge report to the SPG-II Section, Department of Posts, New Delhi.
- Officers involved in election duties will not be relieved until the election process concludes.
- Inter-se-seniority will be fixed in due course.
- Training and Probation:
- Promoted officers will undergo training as notified by the Director, Rafi Ahmed Kidwai National Postal Academy, Ghaziabad.
- There will be a two-year probation period during which the suitability of the officials will be assessed.
- Court Cases and Legal Proceedings:
- The promotion order is subject to the outcomes of several ongoing court cases including those pending in the Supreme Court and various Central Administrative Tribunals (CAT).
- Special Note:
- Retired officials on the crucial date (01.01.2024) have also been included in the promotion list but will not receive actual promotion since they are no longer in service.
Administrative Instructions:
- Re-allotment Requests: These will not be entertained before the completion of the tenure as per the department’s regulations.
- Charge Report: It is mandatory for officers to submit their charge report to the SPG-II Section.
- Relieving Officers: Officers must be relieved within 15 days from the issue of this order. In the absence of a posting order, they must report to the allotted Circle Headquarters.
Vigilance/Disciplinary Cases:
- Promotions will be withheld for officials under suspension, facing a charge-sheet, or under prosecution.
- Promotions should not be withheld merely on the ground of contemplated disciplinary action.
Fixation of Pay:
- Officers promoted can choose the date for pay fixation under FR-22(1)(a)(1) within one month from assuming their new post.
